SFC welcomes Chief Executive’s blueprint to strengthen Hong Kong’s world-leading position as an international financial centre

On 16 September 2026, the Securities and Futures Commission (SFC) issued a statement welcoming the strategic direction and key initiatives set out by the Chief Executive in Hong Kong’s first Five-Year Plan and the 2026 Policy Address. The SFC fully supports the Government’s strategy to strengthen Hong Kong’s world-leading position as an international financial centre, backing measures to reinforce Hong Kong’s roles as a global offshore RMB business hub, an international asset and wealth-management centre, and an international risk-management centre, enhance the depth, breadth and international connectivity of its capital markets, and promote finance in support of the real economy and high-quality development. The Five-Year Plan and the Policy Address provide a coherent framework for Hong Kong to leverage its unique advantages under “One Country, Two Systems”, deepen connectivity with Mainland China and the world, and sharpen its competitiveness amid the evolving global financial landscape. SFC Chairman Dr Kelvin Wong remarked that the SFC Board will consider how the Commission can further support the rollout of key initiatives under the Chief Executive’s blueprint, including strengthening Hong Kong’s global offshore RMB hub and international asset and wealth management centre functions, and upgrading the depth, breadth and competitiveness of Hong Kong’s capital markets.
