SFC and CSRC jointly announce new measures to deepen practical cooperation and close coordinated development between the two markets

On 3 August 2026, This joint announcement by the SFC and CSRC unveils a comprehensive suite of new cross-market cooperation measures covering listing and fundraising, index and futures product development, ETF innovation, financial institution internationalization, green finance, and professional qualification alignment. Aimed at bolstering coordinated development of the Mainland and Hong Kong capital markets, the initiatives support two-way cross-border listing and bond issuance, expand RMB futures and industry-focused ETF offerings with expedited registration, and facilitate compliant overseas expansion of qualified Mainland financial institutions via Hong Kong. The two regulators will also strengthen cross-boundary issuance and intermediary supervision, improve risk monitoring and information sharing, and deepen global and regional financial regulatory collaboration. These reforms seek to consolidate Hong Kong’s international financial centre status, elevate the global influence of China’s capital markets, and foster high-quality, stable development of dual-market connectivity and financial professionalism.
