HKICPA welcomes HKEX consultation conclusions on listing framework competitiveness review
On July 28, The Hong Kong Institute of Certified Public Accountants welcomes HKEX’s Consultation Conclusions on the Listing Framework Competitiveness Review, with many of its proposals adopted. Addressing HKICPA’s concerns over the Enhanced Return Mechanism that publicly naming all professional advisers may cause unfair reputational impact and blurred accountability, HKEX refined the framework: it will disclose reasons for returned applications, replace the term “responsible” with “involved” for professional parties, and clarify such disclosure is merely for transparency and does not imply liability. HKICPA supports these changes and advocates strengthening corporate governance alongside a more competitive listing regime, and will maintain ongoing engagement with regulators to foster a fair and transparent listing market.
