On July 27, 2026, the SFC reprimanded and fined China Industrial Securities International Asset Management Limited (CISIAM) HK$6.8 million for serious fund management breaches occurring between August 2019 and September 2020. Acting as fund manager for a private fund set up for Tahoe Life Insurance Company Limited, CISIAM followed the insurer’s investment requests to execute overly complex, costly and commercially unreasonable structured note transactions linked to the insurer’s mainland affiliated entity, which raised red flags of hidden asset movements and connected party dealings. The firm failed to exercise independent judgment, conduct proper due diligence, identify obvious risk warnings, or ensure the investments complied with the fund’s stated restrictions and objectives, with no effective risk monitoring measures in place. The SFC stressed fund managers must not allow their platforms to be used to facilitate improper conduct, noting CISIAM’s failures undermined market integrity, while taking into consideration the firm’s HK$1.9 million fee income from the non-compliant fund business, its subsequent remedial policy upgrades, staff compliance training, full regulatory cooperation and clean prior disciplinary record when determining the final penalty.
