The European Commission has approved France’s €63 billion, 25-year state aid programme under the Clean Industrial Deal State Aid Framework (CISAF), which entered into force in May 2025. The scheme funds the construction and operation of 11 offshore wind farms across the North Sea, Atlantic and Mediterranean regions, with a maximum combined capacity of 11.1 GW and annual renewable power output of up to 47.8 terawatt-hours, meeting over 10% of France’s total annual electricity consumption. Aligned with the EU’s net-zero transition and Clean Industrial Deal targets, the aid is distributed via a transparent, non-discriminatory tender process through a variable premium two-way Contract for Difference (CfD): the French state covers the shortfall if market electricity prices fall below the strike price, while developers repay the surplus to the government when market prices exceed the strike price. The European Commission confirmed the programme complies with CISAF rules and is necessary and proportionate to advance decarbonisation, expand clean energy capacity and strengthen Europe’s industrial competitiveness.
