On 15th May 2026, the Hong Kong Green and Sustainable Finance Cross-Agency Steering Group officially released its “Transition Finance Operational Reference Guide – Phase 1 Report,” which is specifically designed to mobilize capital for the technology sector. In alignment with the Steering Group’s 2026–2028 strategic priorities, this operational toolkit enables financial institutions and corporate issuers to operationalize global ESG frameworks while promoting industry best practices through a sector-specific lens, targeting the Information and Communications Technology (ICT) industry as its initial pilot. Additionally, the report incorporates targeted case studies to resolve practical implementation barriers, thereby fostering efficient capital allocation. Furthermore,Phase 1 emphasizes entity-level, general corporate-purpose financing by establishing a standardized set of core material metrics. Therefore, institutional investors can more effectively assess corporate climate strategies. Moving forward, subsequent phases will extend to activity-level financing and asset stewardship, ultimately solidifying Hong Kong’s position as a premier regional sustainable finance hub.
