Two former project managers from ATAL Engineering Limited, a contractor for Hong Kong’s Drainage Services Department, were charged by the ICAC with fraud involving over $6.3 million in maintenance orders for sewage treatment facilities. Yip Hing-fai, 45, and Wong Chun-tung, 43, allegedly made false representations about obtaining necessary quotations to deceive their company into awarding over 30 orders to three subcontractors between 2017 and 2021. Yip is accused of falsely validating 18 reports worth over $4.7 million, while Wong allegedly induced the award of 13 orders totaling over $1.6 million. Both were released on bail and are scheduled to appear in court for further proceedings. The investigation was prompted by a corruption complaint, revealing that many subcontractors listed had not actually provided quotations.
