Retired C&E Inspector and wife charged by ICAC over $1.5m housing allowance fraud

A retired Customs and Excise (C&E) Inspector, Terrance Lau, and his wife, Liu Ching, were charged by the ICAC on November 21 for allegedly concealing their non-compliance with the live-in requirement of the Home Financing Scheme (HFS) to fraudulently receive over $1.5 million in housing allowances. Lau and Liu, who applied for the HFS in 2012, are accused of misleading the Treasury by failing to disclose that they had moved out of the property, which they had leased to tenants, between 2014 and 2022. They face one count of fraud and will appear in court on November 25.
