Insurance Authority suspends Chiu Kin Fung Jacky for ten months for falsifying signatures and impersonation

Mr. Chiu forged a client’s signature and instigated impersonation on multiple occasions, showing that he is unfit to carry out regulated activities as an insurance agent. In addition to forging signatures, he enlisted colleagues to impersonate the client and obtain personal information. The IA’s decision to suspend his license aims to punish and deter such behavior, allowing time for reflection and character reform.

The IA considered various factors, including Mr. Chiu’s forgery of signatures, his instruction of colleagues to impersonate the client, financial benefit from his actions, his expression of remorse, and his prior disciplinary record. The suspension of his license serves as a necessary step in rehabilitating his character and sending a message that similar conduct will not be tolerated.
